Historical Note
On May 19, 1864 Congress passed a resolution to begin preparing the records of the Civil War for public use. Adj. Gen. E.D. Townsend, U.S. Army caused copies to be made of reports of battles on file in his office and steps to be taken to collect missing record. Under joint resolution No. 91, of 1866, Hon. Peter H. Watson was appointed to supervise the preparation. Due to limitations in the resolution Townsend did no work during his appointment which expired July 27, 1868. This resolution repealed the former one and work ceased until June 23, 1874. The first volume of the records was issued in early fall of 1880.
