Concerns complaint brought before the State Canvassing Board by C. E. Blair, Chairman of the Board of County Commissioners of Albany County against Governor Brooks. The Chairman sought the Supreme Court's aid in forcing Governor Brooks to proclaim the adoption of a constitutional amendment which created the Board of Equalization and was passed by Wyoming voters. Records include an alternative writ of mandamus, and the plaintiff's petition.
