Biographical / Historical

During Wyoming’s 51st Legislative Session, House Enrolled Act 81, originally House Bill 0295, was passed into law on 02-28-1991, without the signature of then Governor Mike Sullivan. The Act was thereafter referred to as the 1991 Reapportionment Act, and dealt with the reapportionment of the Wyoming Legislature, based on the 1990 census. Controversy over the Act resulted in the Civil Action Case cited above
