Topics include livestock shipment and disease, reports on banks, Indians, Albany County organization, indebtedness of territory, railroad routes, university lands, Home Rule for Ireland, Governor Warren's appointment, pardons and petitions for pardons, Chinese massacre at Rock Springs, Chinese problems in Cheyenne, legislative matters, mining, women suffrage, appointments, accounts, and routine administrative matters.

Chronological, Incoming in file folder, Outgoing primarily in letterpress books. A small amount of Governor Warren's correspondence is contained in the first letterpress book with Governor Moonlight's correspondence (Volume A). 1 file folder, 2 letterpress books.
