Topics include livestock shipment and disease, reports on banks, Indians, Albany County organizations, indebtedness of territory, railroad routes, university lands, Home Rule for Ireland, Governor Warren's appointment, pardons and petitions for pardons, Chinese massacre at Rock Springs, Chinese problems in Cheyenne, legislative matters, mining, women suffrage, appointments, accounts, and routine administrative matters.
