These congresses were called to discuss issues relative to the commercial welfare and growth of the Trans Mississippi region. This series includes official calls and correspondence seeking the Governor's participation and concerning the appointment of delegates to the congresses in Wichita, Kansas; Houston, Texas; Cripple Creek, Colorado; and St. Paul, Minnesota.
